David Daly, Director



David is a Chartered Quantity Surveyor and testifying expert witness with a breadth of domestic and international commercial experience. He is experienced in dispute avoidance, management and resolution within various sectors. These include healthcare, residential, leisure, offices, insurance, oil/gas facilities, offshore construction and renewable energy.


David trained as a mechanical and electrical (M&E) quantity surveyor (QS) in London. In 2007, David moved to the Middle East where he focused on claims and dispute resolution. Whilst overseas, he also worked as a QS for a large offshore oil/gas and renewable energy contractor. David returned to the field of dispute resolution before returning to London in 2016. Since then, David has continued to provide clients with support in the preparation of claims and expert services. He has worked for both employers and contractors helping them successfully deliver projects and resolve disputes. In 2020 David launched HD Construction Solutions with Henry Hathaway after previously establishing the expert witness consultancy, Novus Resolve where he remains a director and a practising expert witness.


David has been appointed as expert witness on a number of quantum disputes. These include a Chinese offshore lift boat vessel (LMAA arbitration), a biomass facility in Wales (PBS Energo AS v Bester Generacion UK Ltd & Anor [2020] EWHC 223 (TCC)), various residential developments across the UK and several insurance related matters. David has been cross examined on his expert evidence both in the LMAA and the TCC. Prior to being appointed as an expert, David assisted some of the industry’s leading delay and quantum experts.
